POA Board Declaration on Group Bicycling on Crescent Roads

The Crescent Security Committee – Quick Reference 

The following is intended to provide you with a quick reference of the Covenants related to Security issues within our Crescent community. These rules and regulations are intended to provide you, your family and neighbors with a safe and secure environment. The full details of these Covenants are available on The Crescent website, TheCrescent.us, under the “public” tab “ACC Information”.

 Vehicles

  • The posted speed limit in The Crescent is 25 mph. Although the streets are not lined, drive on the right hand side of the road.
  • All permanent residents and renters must have a Crescent decal permanently affixed at the top of the driver’s side of the windshield of each vehicle. Each resident is entitled to 2 decals. You can obtain these decals from Atlantic States Management at 843-837-2520.
  • When requesting a decal, the resident or owner must present a driver’s license, registration and proof of insurance, as well as the vehicle for which it is intended. The decal must be placed on the vehicle by Atlantic States Management. You will not be permitted to pick up a decal to install yourself.
  • When requesting a guest pass, use the Capsure system or phone the guardhouse: 843-815-9160.

 A guest is a person who is invited to visit the home for a social function NOT to do paid OR unpaid work.

  • All guests must have a guest pass – issued by The Crescent Security Officer – prominently displayed on the dashboard of their vehicle. Passes will not be issued for periods longer than 2 weeks. Expired passes will be confiscated by the guard.

Relative Vehicle Pass

o  If a homeowner has a relative living within a 50-mile radius and wishes to have that relative enter The Crescent without requesting a pass, you may apply for a decal or decals.

o  A relative vehicle pass form may be filled out on your computer and printed OR you may pick up the form at Atlantic States Management. Complete it and return to them. Click for Relative Vehicle Pass Form (Fillable)

o  Two decals per Crescent homeowner’s relative will be allowed.

o  Only Atlantic States Management can issue the decal and place it on the relative’s vehicle.

Do NOT gain entry to The Crescent through ANY exit gate; a $500 fine will apply.

  • Entry through the Residents’-Only back gate can be accessed only by use of a vehicle with a ziptag. Each resident is entitled to 2 zip tags. Additional zip tags are $20 each, available at Atlantic States Management.  Click for Zip Tag Application
  • Instruct vendors and visitors not to use their GPS. It will direct them to the back gate which is for residents only. They must enter through the main gate at Rtes 46 and 278.
  • Do NOT tail gate the car in front of you when entering through the back gate.
  • There is a 24-hour limit for in-driveway parking of motor homes, boats and recreational vehicles. There is to be NO overnight parking of commercial vehicles. For any exceptions to this, please call the guard who will contact a security committee member.
  • No roadway parking is permitted between the hours of midnight and 6 AM in The Crescent.

Golf Carts

o  According to the State of South Carolina, all operators of golf carts must have a valid driver’s license and insurance; therefore, children may NOT operate golf carts.

o  Adhere to the posted 25 mph speed limit and obey all parking restrictions.

Pets

  • Pets must not be allowed to roam free outside of your property. Fencing or Invisible Fencing is the way to control your pet. Staking or chaining your pet is not allowed under South Carolina law. (Contact a member of the Architecture Control Committee before you erect a fence).
  • Pets MUST be on a leash when walking them off of your property.
  • Pick up after your pet and properly dispose of waste at home.
  • Public areas are designed for your dog walking convenience and relief. Be considerate of your neighbors’ property.
  • For any issues with pets, first call the Beaufort County Sheriff’s Office (843-524-2777) AND Beaufort County Animal Control (843-255-5010 or 843-812-5916). Then notify the Guardhouse (815-9160).

SWIMMING POOL AND FENCED AREA – RULES & REGULATIONS

  1. THERE IS NO LIFEGUARD ON DUTY AT ANY TIME. USERS ASSUME ALL RISK ASSOCIATED WITH THE USE OF THIS AMENITY
  2. ABSOLUTELY NO DIVING INTO THE POOL.
  3. Oversight of the pool is governed by the rules and regulations of The South Carolina Department of Health and Environmental Control (DHEC).
  4. The POA has installed appropriate signs, a self-locking gate, an emergency telephone, a first aid kit and a defibrillation unit that is available to pool users. (per DHEC Rules and Regulations)
  5. The pool facilities may be used by The Crescent residents (property owners and tenants), guests must be accompanied by a resident.
  6. Exclusive use of the swimming pool for private parties is not permitted.
  7. The pools are open from April 1 to October 31 from sunrise to sunset.
  8. The pools cannot be used for personal profit or commercial purposes.
  9. Smoking is prohibited anywhere inside the gated pool and pavilion area.
  10. Audio equipment must be used with earphones unless prior written approval is granted by the POA Board.
  11. Bikes, skateboards, scooters, skates, etc. are not allowed anywhere inside the gated pool and fenced area.
  12. NO Children allowed in the gated pool area without the supervision of an adult at least 16 years of age
  13. NO animals or pets are allowed inside the gated pool & pavilion area.
  14. The POA Board reserves the right to enforce appropriate penalties for violators of these rules and regulations.
  15. All pool users must adhere to a PROPER CODE OF CONDUCT when in the facility. It includes, but is not limited to:
  • No glass allowed in the pool, on the deck or anywhere within the gated pool & pavilion area.
  • Children must be 3 years or older and be toilet-trained to use the main swimming pool.
  • Children in diapers must wear waterproof pants and are limited to using the kiddie pool.
  • The consumption of food and beverages (including alcohol) are prohibited in the pool.
  • NO diving is allowed.
  • There should be no solo swimming.
  • NO running, boisterous or rough play in the pool or anywhere within the gated area
  • NO persons under the influence of alcohol or drugs should use the pool.
  • There should be no spitting or blowing nose in the pool.
  • Persons with diarrheal illness or nausea should not enter the pool.
  • Persons with skin, eye, ear or respiratory infections should not enter the pool.
  • Persons with open lesions or wounds should not enter the pool.
  • NO animals or pets are allowed inside the pool and pavilion gated area.
  • NO children allowed in the gated pool area without the supervision of an adult at least 16 years of age
  • You should take a shower before entering the pool.
  • The maximum number of swimmers allowed is 125.
  • A first aid kit, a defibrillation unit and emergency phone are located on the pavilion walls.
  • All trash must be removed by the user or placed in the trash receptacles.
  • In case of emergency in the pool, lifesaving equipment is located near the pergola.

Call Atlantic States Management at 843-837-2520 with any alligator issues and then notify the Guardhouse.

Unrestricted Entry

The following always have unrestricted access into The Crescent, entering through the Main Gate.

o  Officers in uniform and/or marked vehicles will be waved through. Plainclothes officers in unmarked vehicles will be asked to show a badge and then waved in.

 Vendors’ Hours and Restricted Days

 Gate fees: there are varying fees depending on the size of vehicles, trailers, etc. ALL CONTRACTORS MUST PAY FOR ACCESS. 

The Crescent Board of Directors approved the following vendor hours and holidays on which vendors cannot work in The Crescent.

  • Monday through Friday: 7 AM to 7 PM
  • Saturday: 8 AM to 5 PM
  • Sunday – emergency repairs only

Sundays

Soliciting from ANYONE not living in the Crescent is prohibited.

Soliciting by residents for non-profit entities (i.e., Boy Scouts, Schools, Health fund Raisers, etc.) is approved between the hours of 10AM and 8PM, Sunday thru Saturday. Children under the age of 14 must be accompanied by a Parent / Guardian, thank you.
